हा सर्वसामान्यांसाठी सर्वात मोठा हत्यार आहे. तुम्ही एका साध्या कागदावर अर्ज लिहून ग्रामपंचायतीकडे माहिती मागू शकता.
- काय करायचे? 📝 एका कागदावर 'माहितीचा अधिकार २००५ अंतर्गत अर्ज' असे लिहून, तुम्हाला कोणत्या कामाचा हिशोब हवा आहे (उदा. रस्ते, विहीर, पथदिवे) ते स्पष्ट लिहा.
- कोणाकडे द्यायचा? 👤 हा अर्ज ग्रामपंचायतीचे माहिती अधिकारी (ग्रामसेवक) यांच्याकडे जमा करा.

- पूर्व तयारी: 📋 ग्रामसभेच्या दिवशी 'निधी आणि खर्चाचा वाचन' करणे बंधनकारक असते.
- प्रश्न विचारा: 🙋♂️ जर तुम्हाला एखाद्या कामात घोळ वाटत असेल, तर ग्रामसभेत जाहीरपणे हिशोब मागा.
- नोंद तपासा: ✍️ तुम्ही विचारलेला प्रश्न आणि मिळालेले उत्तर ग्रामसभेच्या 'इतिवृत्त' (Register) मध्ये नोंदवले गेले आहे का, याची खात्री करा.

जर तुम्हाला ग्रामपंचायतीत न जाता घरात बसून मोबाईलवर हिशोब पाहायचा असेल, तर सरकारने एक भारी ॲप बनवले आहे.
- स्टेप १:📱 गुगल प्ले स्टोअरवरून e-GramSwaraj ॲप डाउनलोड करा.
- स्टेप २: 🗺️ तुमचे राज्य, जिल्हा, तालुका आणि गाव निवडा.
- स्टेप ३: 🔓 तिथे तुम्हाला गावाचा 'वार्षिक आराखडा' (Planning) आणि 'झालेला खर्च' (Accounting) याची संपूर्ण कुंडली पाहायला मिळेल. कोणत्या कामासाठी किती निधी आला आणि किती खर्च झाला, हे घरबसल्या समजेल!
4. डिजिटल बोर्ड आणि नोटीस बोर्ड 📋📍
नियमनूसार, प्रत्येक ग्रामपंचायतीला त्यांच्या कार्यालयाबाहेर 'माहिती फलक' लावणे बंधनकारक आहे.
- त्यावर १४ वा/१५ वा वित्त आयोग, मनरेगा (रोजगार हमी योजना) आणि इतर योजनांमधून किती पैसा आला आणि कुठे खर्च झाला, याची नोंद असायला हवी. तिथूनही तुम्ही थेट माहिती घेऊ शकता.

How to Demand Gram Panchayat Fund Expenses and Accounts? 🧐💰
Hello friends! 👋 Every villager has the right to know how their village is developing and where the government funds are being spent. 🏡✨ Many times, we simply don't know how to ask for these accounts. So, let's understand the process in a very simple way! 👇
1. Use the Right to Information Act (RTI - 2005) 📝⚖️
This is the most powerful tool for the common man. You can request information by writing a simple application to the Gram Panchayat.
- What to do? 📝 On a plain piece of paper, write 'Application under Right to Information Act 2005'. Clearly specify which work you want the accounts for (e.g., roads, wells, streetlights).
- Whom to submit it to? 👤 Submit this application to the Public Information Officer (Gram Sevak) of the Gram Panchayat.
- What is the cost? 💵 Just a ₹10 Court Fee Stamp or cash receipt.
- When will you get the answer? 🗓️ The Gram Sevak is legally required to provide you with all the information and photocopies of bills within 30 days of submitting the application.
2. Raise Your Voice in the Gram Sabha 🗣️👥
Around 4 to 6 Gram Sabhas (village meetings) are held every year. You have the direct right to ask questions in these meetings.
- Preparation: 📋 It is mandatory to read out the 'funds received and expenses incurred' during the Gram Sabha.
- Ask Questions: 🙋♂️ If you suspect any discrepancy in any work, openly demand the accounts in the Gram Sabha.
- Check the Minutes: ✍️ Make sure that the question you asked and the answer you received are officially recorded in the Gram Sabha's 'Minutes Register' (Itivritta).
3. Use the 'e-GramSwaraj' Mobile App 📱🌐
If you want to check the accounts sitting at home on your mobile without visiting the Gram Panchayat office, the government has created an amazing app.
- Step 1: 📱 Download the e-GramSwaraj app from the Google Play Store.
- Step 2: 🗺️ Select your State, District, Taluka, and Village.
- Step 3: 🔓 There, you will find the complete history of the village's 'Approved Activities' (Planning) and 'Financial Progress' (Accounting). You can see exactly how much fund was received for which work and how much was spent!
4. Digital Board and Notice Board 📋📍
By law, it is mandatory for every Gram Panchayat to display an 'Information Board' outside its office.
- It must display records of how much money was received and spent under the 14th/15th Finance Commission, MGNREGA (Employment Guarantee Scheme), and other government schemes. You can get direct information from there as well.
